Raman Kisliak, a human rights activist from Brest, was detained by the traffic police on November 7, 2012 as a “person hiding from administrative prosecution”.It was found out that Raman Kisliak was put on the offender database by the Leninski District Police Department of Brest for failure to undergo fingerprinting. “I was detained earlier to make me undergo fingerprinting. They even twisted my arms. I then applied to a prosecutor’s office complaining about the incident. They didn’t touch me for some time. I was fingerprinted this time, as otherwise I would be banned from leaving the country. It would completely block my activity,” Raman Kisliak told charter97.org.
